A seismic change is sweeping Britain's railways. Large if not larger than the abolition of steam is the implementation of a nationwide traffic management system, with the aim of increasing the capacity and reliability of the railways while reducing operating costs. This system has two strands to it. The first is the policy of concentrating the UK's signalling into 14 regional operating centres or ROCs, while the second is in cab signalling part of the European Rail Traffic Management System.
